While the heart of every God-called minister beats with His purpose, at times we may wander from our mission, have our vision for ministry blurred, or see fatigue dampen the fire of our passion. Periodically, we need to clarify our mission, clear our vision, and rekindle our passion. In ministry, we need a map to keep us on track. The Ministry Requirements and Process are designed to assist every United Pentecostal Church International minister to reach his or her potential.

Ministerial Requirements

QUALIFICATIONS AND REQUIREMENTS

  FOR ORGANIZATIONAL LICENSES AND CERTIFICATE OF ORDINATION

  1. Anyone desiring to be affiliated with the United Pentecostal Church of Germany and Austria must believe in the Oneness of God as taught in Mark 12:29, John 14:6-11, and 1Timothy 3:16; must have the baptism of the Holy Ghost with the initial sign of speaking with other tongues as in Acts 2:4, 10:46, and 19:1-6; must have been baptized by immersion in the name of the Lord Jesus Christ, as in Acts 2:38; must be living a holy and godly life and must believe in, teach, and preach the same.
  2. The acceptance, deferral, or rejection of any application shall be the prerogative of the General Board.
  3. An application must be properly completed, all questions being carefully answered. The same must be endorsed by a majority of the General Board including the General Superintendent.
  4. All applicants shall be required to appear before their General Board for examination, having made application at least sixty (60) days prior to meeting the General Board and must have met any training or seminar requirements set forth by their General Board. The applicants must have a written recommendation from their local pastor, having proven themselves faithful to their home church. In the event that they have no local pastor, the matter shall be left to the discretion of the General Board.
  5. All applicants shall be willing to submit to questioning and, if necessary, investigation by the General Board relative to their financial stewardship.
  6. No minister shall be permitted to hold license or ordination with any other religious organization or association. Exceptions to this rule shall be made in the case of ministers residing where they cannot receive proper governmental recognition without belonging to an organization in that country. In such a case, special permission shall be obtained from the General Board, in writing, for said ministers to belong to an organization in that country for this purpose only.
  7. License or Certificate of Ordination shall not be issued to anyone who teaches the doctrine of unconditional eternal security, and/or annihilation of the wicked dead, and/or the divine (or heavenly) flesh of Christ (defined as the flesh of Jesus Christ had no biological or genetic relationship to other human beings), and/or all forms of preterism.
  8. All applications and all information submitted with the applications, together with the action of the General Board, shall become the property of the United Pentecostal Church of Germany and Austria.
  9. All applicants must have completed at least two (2) years in the Apostolic Ministry Training Center or have completed the required reading schedule established by the General Board. Applicants who have not attended AMTC must have completed a five (5) page essay reflecting their understanding of the material read. The required reading schedule may be obtained from the General Board or from the office of the General Secretary. All applicants, including Bible college students must read the Bible through at each level of ministry and must read the constitution of the United Pentecostal church of Germany and Austria.
  10. If the applicant has attended the Apostolic Ministry Training Center, the applicant must request the college to send the Bible College Report to the General Secretary. This report must be received and reviewed by the General Board before a license can be granted. The Bible College shall comply with this request within sixty (60) days.
  11. In the event the required reading is not available in the language needed fro the applicant the General Board reserves the right to adjust the reading requirement as needed
  12. All applicants who have previously been ordained by another church organization shall appear before the General Board and be thoroughly examined to determine the merits of their ordination and their qualifications for the ministry. The General Board shall determine whether to accept their former ordination, recommend ordination by the United Pentecostal Church of Germany and Austria or grant Local or General License.
  13. All applicants endorsed for ordination shall be notified by the General Secretary as to the next official meeting where they may be ordained.
  14. An ordination may be held at any district meeting and must be presided over by a member of the Board of General Presbyters. An official meeting including regular or special called General Conferences, conventions or camp meetings to which all of the ministers of the United Pentecostal Church of Germany and Austria are invited. It does not include fellowship meetings, youth rallies, or other sectional gatherings.

OBLIGATIONS AND RULES

1. The annual license fee is due January 1, yearly. Any minister failing to pay their annual license fee shall automatically be suspended after thirty (30) days.

  • All ministers holding a Local License shall pay an annual license fee of € 50,-
  • All ministers holding a General License shall pay an annual license fee of € 75,-
  • All ministers holding an Ordination License shall pay an annual license fee of € 100,-
  • Annual License fee will be re-evaluated/adjusted periodically by the General Board.

2. All licenses and credentials or certificates of ordination and fellowship cards must be signed by the General Superintendent.

3. Any minister withdrawing from our fellowship shall be required to return his or her license or credential.

4. All applications for license or credentials remain the property of the United Pentecostal Church of Germany and Austria.

5. Any minister, who is expelled from our fellowship by the General Board, shall not be allowed to conduct crusades for any of our ministers, or pastor any of our churches or be allowed to preach or assist in any service in a public manner.

 
Local License

A. Local License:

  1. All applicants must be seventeen (17) years of age or over.
  2. All applicants must have preached an average of one (1) sermon each week for a period of six (6) months or more before being examined by the General Board in relation to their call to the ministry. Exceptions to this requirement would be left to the discretion of the General board.
  3. All local licensed ministers are to labor in full cooperation with, and under the supervision of, their local United Pentecostal Church pastor until they enter into ministerial responsibilities severing them from their local assembly.
  4. Shall meet all reading requirements established by the General Board.

  1. Application must be filled out with the signature of the Pastor. Signature of Pastor indicates that he recommends that the applicant be licensed.
 
General License

B. General License:

  1. All applicants must be nineteen (19) years of age or over
  2. All applicants must be presently engaged in the ministry as pastor, full-time evangelist, assistant pastor, elected or appointed official, full-time Bible school administrator and/or instructor.
  3. All applicants who are not Bible college graduates must have held Local License for at least two (2) years. They must also have proven their ministry for a period of one (1) year or more. During said time, applicants must have preached an average of one (1) sermon each week.  Exceptions may be made for applicants who are being accepted from another church organization.
  4. Shall meet all reading requirements established by the General Board.

      6. Practical Holiness
      7. Life of Christ III + IV
 
Ordination

C. Ordination:

  1. Ministerial Ordination application should be sent to the General Board.
  2. All applicants must be twenty-one (21) years of age or over and must have held General License for at least two (2) years.
  3. All applicants must have proven their ministry for two (2) consecutive years and must presently be an active pastor, full-time evangelist, assistant pastor, appointed or elected official, full-time Bible college administrator or instructor.
  4. Must be preaching/teaching twice a month for (1) year.
  5. Shall meet all reading requirements established by the General Board.
    1. Shall read but not be limited to the items listed below:

      3. In the name of Jesus
      4. Let my people grow
      5. History of Christian doctrine II
      6. God’s infallible word
      7. Application filled out with signature of a General Board member.
 
Validity of Licenses and Certificate of Ordination

D. Validity of Licenses and Certificate of Ordination

  1. All Certificates of Ordination, Licenses, and fellowship cards must be signed by the General Superintendent and the General Secretary.
  2. All Licenses and Certificates of Ordination are void without a current fellowship card.
  3. Ministers who for a period of two (2) consecutive years have not been actively engaged in the ministry shall be called before the General Board for a review of their ministerial status. It is understood that the above shall not apply to those who, because of ill health or advanced age, qualify for honorary membership in the United Pentecostal Church of Germany and Austria.
